Keep them fully satisfied with all their favorite amenities and you can upgrade them to the next level of citizen: in the Temperate climate Workers upgrade to Operators, who can then become Executives. To switch from the Arctic to Lunar environments, you have to zoom out to the global map, click on the map type you watch to switch to, let it load, and then enter the map.
